At the 4th Plenary Meeting of the 1st Session of the 12th CPPCC National Committee held on the afternoon of March 11, a new leading body was elected, which is composed of the chairman, vice chairmen, secretary general and members of the Standing Committee. Hui Ka Yan, member of the 11th CPPCC National Committee and board chairman of Evergrande Group, was elected into the Standing Committee of the 12th CPPCC National Committee, becoming the only CPC member representative of private entrepreneurs from the economic committee in the 299-member Standing Committee.

According to the Constitution of the Chinese People’s Political Consultative Conference (“CPPCC”), CPPCC has a Standing Committee that sees to its routine affairs and is composed of the chairman, vice chairmen, secretary general and members. The candidates are nominated through consultations by the parties, organizations, nationalities and people from all walks of life represented in the National Committee of CPPCC and elected at the plenary session of the National Committee.

It is learnt that a member of the CPPCC Standing Committee is at ministerial-level in rank and must be strictly examined and go through levels of selection according to the statutory procedure. Hui’s election this time reflects the recognition of his high political loyalty by the Central Government and shows CPPCC’s adequate appreciation of the outstanding results he has achieved in the field of the non-public sector of economy and the continuous breakthroughs he has made in the fields of sports, charity and participation in the discussion of government affairs.

As a prominent representative of Chinese private entrepreneurs, Chairman Hui has led Evergrande Group in becoming a jumbo enterprise group after 16 years of hard work since its debut, which centers on residential industry and integrates commerce, hotels, sports and cultural industry, with a scale that is now the largest, the largest area under construction and the largest number of cities where it maintains a presence in China. In 2012, Evergrande achieved 92.32 billion yuan of sales and paid 13.5 billion yua of taxes to the governments at all levels, which its brand value reached 24.86 billion yuan. Meanwhile, upholding the corporate social responsibility, Chairman Hui devotes himself enthusiastically to the undertakings of sports, charity and public good. He made heavy investment in Evergrande Football Club and the world’s largest Real Madrid football school as a part of the indefatigable efforts he has always been making for the professionalized development of the Chinese sports, especially the takeoff of Chinese football. His election into the Standing Committee of the CPPCC National Committee means that Chinese football is now represented at the highest level and can expect to gain more say. Besides, since its establishment, Evergrande Group has cumulatively donated 2.1 billion yuan, while Hui was granted the “China Charity Award” 5 times, the highest government prize in the field of charity. In 2012, he become the “No. 1 philanthropist of China” of Forbes.

As a member of CPPCC National Committee, Chairman Hui in the past 5 years actively took part in the discussions of government affairs, fulfilled his member duties and put forth 6 constructive motions about lowering housing prices, development of charity, football reform and protection of the rights of farmer workers to offer advice on the national economy and people’s livelihood. The motions drew the high attention of the leaders of the Central Government, who wrote important instructions.

It is generally believed that Hui’s successful election into the new Standing Committee of CPPCC National Committee is CPPCC’s official recognition of the leader of the business committee of non-public economy and will further enhance the say and influence of non-public economy in the country’s economic construction. It will encourage more private entrepreneurs to commit themselves to the economic and social construction and make greater contributions to the goal of building a moderately well-off society advanced at the 18th CPC National Congress.
